In 1877, Congress agreed to a compromise. The Democrats accepted the electoral commission's decision, letting Hayes become president. Hayes agreed to withdraw the remaining federal troops still occupying the Southern states in return. Most white Southerners celebrated the end of Reconstruction. For Freedmen, the return of the South to "white man's rule" was a giant step backward. Power was back in the hands of former slave owners and former Confederates.
