Under the Military Reconstruction Act, the U.S. Army returned to the South in 1867. The very first thing the U.S. Army did was register voters. Due to Congress banning former Confederates from voting, the right to vote was limited to three groups in the South: freedmen, white Southerners who opposed the war, and Northerners who had moved to south after the war.
