After the army finished registering new voters, delegates were elected to constitutional conventions. A fourth of those elected were African Americans. The conventions met and wrote new constitutions for their states. The constitutions were the most progressive in the nation. Every male adult was guaranteed the right to vote, regardless of race, imprisonment for debt was ended, and the first public schools were established. Those public schools, however, were open only to whites.
