A majority of Republicans were elected to fill state offices. The Fourteenth and Fifteenth Amendments were quickly ratified by the new state governments. By 1870, every Southern state had completed the final step of Reconstruction and rejoined the Union. Rebuilding damaged roads, bridges, and railroads were the next task to be completed. Schools and hospitals were also built. Taxes were raised to pay for these projects.
